Job Description

Dial-a-Ride Operations Manager

Primary Objective of Position

The Scheduling and Service Support Specialist is responsible for all transit operator and dispatcher scheduling. This position maintains the Fixed Route and Dial-a-Ride system scheduling and service adjustments in consultation with Operations Managers and Street Supervisors. Maintains computer software with updated scheduling and updates to service and planning functions.

  • Prepares and maintains all operator and dispatcher schedules in accordance with the collective bargaining agreement, personnel policies and established procedures to ensure adequate staffing
    • Utilizes and maintains scheduling software to effectively and efficient staff all shifts
    • Schedules all safety sensitive drug and alcohol random testing as part of Metro Bus’s Drug and Alcohol Program
    • Schedules all special transportation events
    • Prepares Operator and Dispatcher work schedules
    • Administers work and vacation bidding process
    • Adjusts schedules accordingly based on unplanned absences and service needs
    • Documents scheduling issues and violations per the collective bargaining agreement and Metro Bus personnel policies
  • Provides service support to the Operations department as directed by the Operations Manager
    • Performs operator and dispatcher fit for duty checks
    • Maintains charter exemption information related to routes, runs and extra work details
    • Under the direction of the Operations Manager, and in conjunction with Human Resources, manages the uniform program for the Operations department including operators, dispatchers, and maintenance employees
      • Orders replacement uniforms for employees
      • Tracks and maintains information regarding all leased uniforms
  • Provides labor relations support to the Operations Managers and Director of Human Resources
    • Attends employer negotiation committee meetings to provide input regarding labor negotiations strategies; attends labor negotiation sessions when requested. Has access to labor relations data and prepares draft negotiation language and provides input as requested by the management team
    • Under the direction of the Operations Manager, schedules fact-finding and/or disciplinary meetings; informs employees of right to union representation and schedules Union Steward attendance in meetings upon employee request
    • Provides actual performance and procedure data to the management team during contract negotiations
  • Communicates courteously and professionally and maintains respectfully working relationships with coworkers and customers in carrying out job functions

Minimum Qualifications

Primary Objective of Position

The Director of Finance is responsible for highly complex financial administration of federal, state and local funded transit grant programs, including grant application, compliance management and mandated reporting. The Director of Finance administers the preparation of the annual budget, purchasing, capital and operations, planning and revenue monitoring and is responsible for accounting, revenue and statistics, debt, investments, payroll, financial analysis and performance reporting. The Director of Finance is responsible for the oversight of procurement and accounting.

The Director of Finance is the designated Disadvantaged Business Enterprise (DBE) Officer.

    • Ensure proper controls over fare collections and fare boxes. Oversee sales and distribution of fares, third party outlets and regional fares
    • Oversight of accounts payable, revenue collection, and payroll and in all purchasing activities, including proposals and bids, insurance coverage, operational and capital purchasing, parts procurement, cycle counting procedures and monitoring of capital asset program
    • Develop the annual budget, multi-year budget forecasts, and financial reports
    • Responsible for the annual audit process. Prepare and review audit work papers, reconciliations, and applicable reporting requirements.  Liaison to the independent audit firm
    • Responsible for all investments, ensuring compliance with investment regulations and requirements
    • Responsible for all debt transactions. Oversee capital financing transactions, including the issuance, management and administration of revenue bonds, and federal and state grants Advise and present to senior management and the Board of Commissioners on all financial aspects to achieve agency goals.  Research, analyze, and interpret financial data to provide financial and compliance recommendations
    • Responsible for all regulatory reporting, ensuring all requirements are met and reports to federal, state, and other agencies are accurate, clear, complete and comprehensive. Administers Disadvantaged Business Enterprise (DBE) program ensuring compliance
    • Responsible for performance reporting, revenue, and federal, state and local transit grant reporting, ensuring all compliance and mandates are being met
    • Direct all grant preparation and administration. Responsible for requesting reimbursement and grant close-outs
    • Coordinate with the senior staff on development of Capital Improvement Program (CIP), State Transportation Improvement Program (STIP), and annual State Public Transit Assistance Program application
  • Oversee the Negotiations, monitoring, and management of Metro Bus contracts, utilizing principles and practices of public purchasing and bidding and principles and practices of contract development and

Primary Objective of Position

The Street Supervisor is responsible for general supervision of Metro Bus’s public transportation system’s on-street operations. The Street Supervisor observes transit operations, delivery performance and service area/route conditions and interprets and applies collective bargaining agreement (CBA) language, policies, rules and regulations. The Street Supervisor provides indirect supervision and management of the Bus Operator, Dispatcher, Dispatcher Analyst, and Scheduling and Service Support Specialist positions.

  • Daily Supervision of Street Operations

    • Respond to accidents or other emergency situations, conduct on-the-street accident investigation and document information to claims loss adjusting system
    • Prepare and execute operational contingency plans due to unexpected weather, detours, or equipment failure

    • Monitor and report bus shelter and bus stop signs for maintenance and improvement
    • Assist transit center staff with change and fare media, enforcing policies and procedures, security issues, loitering, facility cleaning, and grounds maintenance

    • Assist in managing employee performance; provide coaching and mentoring, address performance concerns and assist with issuing discipline as appropriate
    • Responsible for daily supervision of Fixed Route and Dial-a-Ride staff for adherence to terms and conditions under the CBA, policies, rules, regulations and schedules
      • Responsible for daily observation of Operator job performance and conduct Initiates disciplinary action through issuance of Supervisor Reports. Makes recommendations and supports Operations Manager in disciplinary meetings
      • Ensure compliance with policies, rules, regulations and schedules. Maintain appropriate written documentation
    • Review and approve daily and weekly payroll for Operators and Dispatch
    • Assist the Human Resource and Training and Safety department in:
      • Screening, interviewing and hiring of direct and indirect Operations staff
      • Planning and preparation of training and remedial programs to new and present staff
      • Maintaining the application of appropriate preventative measures and procedures for shop safety and OSHA compliance
      • Ensure proper care and use of vehicles, tools, equipment and shop areas

Must have, or be able to obtain within 90 days, a valid Class B Minnesota Driver License, with passenger and air brake endorsements and current DOT medical certification.

Primary Objective of Position

The Fueler position is responsible for fueling, checking and filling fluids, and general cleaning and vehicle condition of all buses and staff vehicles.

  • Fuel CNG and Diesel buses using the tricorder per standard operating procedures
  • General Bus Cleaning and Maintenance
    • Check fluid levels and empty farebox; record information on proper forms and handheld electronic collection device
    • Inspect buses inside and outside for defects, perform non-technical repairs or report such defects per procedure
    • Perform daily basic interior bus cleaning including sweeping and/or washing floors; clean and dispose of biohazard spills following standard operating procedures
    • Wash exterior of bus following standard operating procedures
    • Responsible for installation and removal of interior and exterior postings and advertisements on buses
  • General Garage, Shop and/or Grounds Cleaning and Maintenance
    • Emptying trash, cleaning floors and trenches, and operating floor cleaning machines
    • Snow removal as needed around fueling stations and lanes
  • Perform bus switch outs as needed

Minimum Qualifications

The job requires a high school diploma or equivalent. One (1) year experience in driver or fleet dispatching, customer service or any equivalent combination of education and experience.

Knowledge, skills and abilities required include:

  • Ability to deal tactfully and courteously with co‑workers, subordinates, and the general public and to handle all types of situations.
  • Ability to understand and carry out both oral and written instructions and complete written reports.
  • Ability to gain detailed geographic knowledge of the St. Cloud Metropolitan area including the Northstar Highway 10 corridor and downtown Minneapolis.
  • Proficient in the use of computers;
  • Must be able to read and speak English well enough to read technical documents and effectively communicate with team members. Bilingual a plus;
  • Ability to work flexible work schedules including late evenings, early mornings and weekends;
  • Interpersonal skills sufficient to exchange and or convey information, receive work direction, and maintain effective working relationships with all levels of employees, committees and groups; and to diffuse situations/conversations that have escalated beyond normal limits.
Desirable Qualifications
  • Technical or Community College, business college or two (2) years from a college or university preferred.
Physical Demands and Working Environment
  • This position is predominately in an office environment requiring long periods of sitting.
  • Utilizes personal computer, phone and two-way radio along with other office equipment on a regular basis;
  • Will require minimal travel outside of Metro Bus facilities. Will primarily utilize a Metro Bus vehicle for travel.
